L\u2019AFITF est un \u00e9tablissement public administratif cr\u00e9\u00e9 par le d\u00e9cret n\u00b0 2004-1317 du 26 novembre 2004, charg\u00e9 d&rsquo;apporter la part de l&rsquo;\u00c9tat dans le financement des infrastructures de transport, essentiellement les routes et le ferroviaire.<\/p>\n<p style=\"text-align: justify;\">La Cour des Comptes n\u2019y va pas de main morte en d\u00e9clarant que l\u2019AFITF est <em>\u00ab\u00a0<\/em><em>un <\/em><em>op\u00e9rateur <\/em><em>de <\/em><em>l&rsquo;\u00c9tat <\/em><em>sans feuille de <\/em><em>route ni <\/em><em>marge de man\u0153uvre\u2026 <\/em><em>un instrument de d\u00e9budg\u00e9tisation massive contournant les r\u00e8gles de droit budg\u00e9taire.\u00a0\u00bb<\/em><\/p>\n<p style=\"text-align: justify;\">La Cour des Comptes s\u2019inqui\u00e8te du financement \u00e0 l\u2019avenir de ces infrastructures pointant du doigt notamment le projet de tunnel Lyon-Turin\u00a0:<\/p>\n<p style=\"text-align: justify;\"><em>\u00ab\u00a0Mais <\/em><em>la <\/em><em>trajectoire de <\/em><em>l<\/em><em>&lsquo;<\/em><em>AFITF serait encore moins soutenable en cas de mise en <\/em><em>\u0153uvr<\/em><em>e<\/em> <em>de<\/em><em>s <\/em><em>g<\/em><em>rands <\/em><em>projets nou<\/em><em>v<\/em><em>eaux que sont <\/em><em>le <\/em><em>tunnel ferroviaire <\/em><em>Lyon<\/em><em>&#8211;<\/em><em>T<\/em><em>urin et <\/em><em>le <\/em><em>ca<\/em><em>na<\/em><em>l <\/em><em>Seine-Nord.<\/em><\/p>\n<p style=\"text-align: justify;\"><strong><em>Ces deux projets, dont l<\/em><\/strong><strong><em>&lsquo;<\/em><\/strong><strong><em>int\u00e9r\u00eat et <\/em><\/strong><strong><em>le <\/em><\/strong><strong><em>finan<\/em><\/strong><strong><em>ce<\/em><\/strong><strong><em>ment d<\/em><\/strong><strong><em>&lsquo;<\/em><\/strong><strong><em>ensemble ne pe<\/em><\/strong><strong><em>uv<\/em><\/strong><strong><em>ent se d\u00e9du<\/em><\/strong><strong><em>i<\/em><\/strong><strong><em>r<\/em><\/strong><strong><em>e <\/em><\/strong><strong><em>de <\/em><\/strong><strong><em>la <\/em><\/strong><strong><em>seule hypoth\u00e8se de cofinancement <\/em><\/strong><strong><em>e<\/em><\/strong><strong><em>urop\u00e9en<\/em><\/strong><strong><em>, <\/em><\/strong><strong><em>paraissent <\/em><\/strong><strong><em>l<\/em><\/strong><strong><em>argement hors de <\/em><\/strong><strong><em>po<\/em><\/strong><strong><em>rt\u00e9e<\/em><\/strong> <strong><em>budg\u00e9taire de <\/em><\/strong><strong><em>l<\/em><\/strong><strong><em>&lsquo;<\/em><\/strong><strong><em>agence<\/em><\/strong><strong><em>, <\/em><\/strong><strong><em>non <\/em><\/strong><strong><em>seulement jusqu<\/em><\/strong><strong><em>&lsquo;<\/em><\/strong><strong><em>en 2019, mais \u00e9galement <\/em><\/strong><strong><em>au-del\u00e0<\/em><\/strong><em>\u2026<\/em><\/p>\n<p style=\"text-align: justify;\"><!--more--><\/p>\n<p style=\"text-align: justify;\"><em>Il <\/em><em>en <\/em><em>r\u00e9sulte <\/em><em>que si <\/em><em>l&rsquo;\u00c9tat d\u00e9cide d<\/em><em>&lsquo;<\/em><em>aller plus avant dans l&rsquo;engagement et le <\/em><em>fina<\/em><em>ncemen<\/em><em>t <\/em><em>des grands projets pr\u00e9cit\u00e9s, <\/em><em>il <\/em><em>devra <\/em><em>d\u00e9gage<\/em><em>r<\/em><em>, <\/em><em>entre 2017 et 2019, entre <\/em><em>1<\/em><em>,6 <\/em><em>Md\u20ac et 4, 7 Md\u20ac en plus <\/em><em>des r<\/em><em>esso<\/em><em>urc<\/em><em>es <\/em><em>cadr\u00e9es <\/em><em>par la loi n<\/em><em>\u00b0 <\/em><em>2014-1653 <\/em><em>du <\/em><em>29 d\u00e9cembre 2014 de programmation des <\/em><em>finances <\/em><em>publiques (LPFP) pour <\/em><em>les <\/em><em>ann\u00e9es <\/em><em>20<\/em><em>14 <\/em><em>\u00e0 2019 <\/em><em>pour <\/em><em>couv<\/em><em>ri<\/em><em>r <\/em><em>les<\/em><em> d\u00e9penses <\/em><em>li\u00e9es <\/em><em>aux engagements de <\/em><em>l<\/em><em>&lsquo;A<\/em><em>\u00bb<\/em><\/p>\n<p style=\"text-align: justify;\">La Cour souligne le caract\u00e8re tr\u00e8s pr\u00e9occupant de cette perspective pour l&rsquo;\u00e9quilibre futur des finances publiques et on voit bien qu\u2019elle serait soulag\u00e9e si le projet Lyon-Turin \u00e9tait abandonn\u00e9 au vu de sa non-rentabilit\u00e9 \u00e9conomique qui a \u00e9t\u00e9 amplement d\u00e9montr\u00e9e.<\/p>\n<ul>\n<li style=\"text-align: justify;\"><a href=\"http:\/\/www.ccomptes.fr\/Accueil\/Publications\/Publications\/L-Agence-de-financement-des-infrastructures-de-transport-de-France\">http:\/\/www.ccomptes.fr\/Accueil\/Publications\/Publications\/L-Agence-de-financement-des-infrastructures-de-transport-de-France<\/a><\/li>\n<li style=\"text-align: justify;\">Grenoble a donc bien fait de se d\u00e9sengager du protocole de financement de cet \u00e9norme projet inutile et dont les sources de financement ne sont toujours pas identifi\u00e9es clairement malgr\u00e9 le rapport des parlementaires MM. Destot et Bouvard qui pr\u00e9conisait une taxe Poids-Lourds r\u00e9gionale, ce que Manuel Valls s&rsquo;est empress\u00e9 d&rsquo;enterrer.
