Cette diminution des subventions \u00e0 d\u2019autres collectivit\u00e9s a particip\u00e9 \u00e0 la diminution des recettes de ces collectivit\u00e9s et donc \u00e0 amplifier l\u2019aust\u00e9rit\u00e9 financi\u00e8re impos\u00e9e.<\/p>\n<p style=\"text-align: justify;\">La Ville de Grenoble a r\u00e9ussi le tour de force de ne pas augmenter les taux des imp\u00f4ts, de diminuer rapidement les d\u00e9penses de fonctionnement pour ne pas se retrouver sous tutelle de l\u2019Etat et de r\u00e9organiser les services dans le cadre du plan de sauvegarde des services publics locaux qui permet un redressement rapide de la situation financi\u00e8re.<\/p>\n<p style=\"text-align: justify;\">L\u2019Observatoire des\u00a0finances et de la\u00a0gestion publique locales\u00a0(OFGL), cr\u00e9\u00e9 par la\u00a0loi Notre du\u00a07\u00a0ao\u00fbt\u00a02015, a fait une \u00e9tude sur la baisse des subventions d\u2019\u00e9quipement entre collectivit\u00e9s pour l\u2019ann\u00e9e 2016\u00a0:<\/p>\n<p style=\"text-align: justify;\"><!--more--><\/p>\n<p style=\"text-align: justify;\"><em>\u00ab\u00a0Les subventions d\u2019\u00e9quipement vers\u00e9es entre collectivit\u00e9s locales sont en\u00a0diminution. En\u00a02016, un\u00a0euro d\u2019\u00e9quipement communal sur\u00a0dix \u00e9tait financ\u00e9, en\u00a0moyenne, par une\u00a0autre collectivit\u00e9. <\/em><\/p>\n<p style=\"text-align: justify;\"><em>En diminution constante depuis quatre ans (-\u00a019,7\u00a0%), les\u00a0cofinancements entre collectivit\u00e9s, de\u00a03,3\u00a0milliards d\u2019euros en\u00a02016, ont permis de\u00a0couvrir un\u00a0peu plus de\u00a09\u00a0% des\u00a0d\u00e9penses d\u2019\u00e9quipement direct consolid\u00e9es des\u00a0collectivit\u00e9s locales. Un\u00a0repli qui\u00a0s\u2019est poursuivi en\u00a02017, malgr\u00e9 la\u00a0reprise de\u00a0l\u2019investissement local, selon une\u00a0note de\u00a0l\u2019Observatoire des\u00a0finances et de la\u00a0gestion publique locales\u00a0(OFGL). <\/em><\/p>\n<p style=\"text-align: justify;\"><em>Les subventions constituent, \u00e0 la\u00a0fois, une\u00a0modalit\u00e9 de\u00a0l\u2019action d\u2019investissement des\u00a0collectivit\u00e9s qui les\u00a0versent &#8211;\u00a0d\u00e9partements et\u00a0r\u00e9gions essentiellement\u00a0&#8211; et une\u00a0source de\u00a0financement majeure pour\u00a0celles qui en\u00a0b\u00e9n\u00e9ficient. L\u2019actuelle diminution de\u00a0ces\u00a0cofinancements traduit une\u00a0baisse des\u00a0demandes du\u00a0bloc communal, mais elle\u00a0montre aussi que les\u00a0financeurs les\u00a0utilisent comme variable d\u2019ajustement face \u00e0\u00a0leurs\u00a0propres contraintes financi\u00e8res. Pour\u00a0les\u00a0principaux b\u00e9n\u00e9ficiaires (les\u00a0plus petites communes et\u00a0leurs\u00a0groupements), ce\u00a0contexte repr\u00e9sente un\u00a0frein suppl\u00e9mentaire pour\u00a0r\u00e9aliser leurs\u00a0projets structurants. <\/em><\/p>\n<p style=\"text-align: justify;\"><em>Les subventions entre collectivit\u00e9s proviennent en\u00a0majorit\u00e9 des\u00a0d\u00e9partements et des\u00a0r\u00e9gions. Elles\u00a0sont essentiellement destin\u00e9es aux\u00a0communes (2\u00a0milliards d\u2019euros) et \u00e0\u00a0leurs\u00a0groupements \u00e0\u00a0fiscalit\u00e9 propre (0,9\u00a0milliard d\u2019euros). Avec\u00a01,1\u00a0milliard d\u2019euros, les\u00a0r\u00e9gions y\u00a0consacrent 12,4\u00a0% de\u00a0leurs\u00a0d\u00e9penses d\u2019investissement hors dette et\u00a0plus d\u2019un\u00a0cinqui\u00e8me des\u00a0subventions d\u2019\u00e9quipement qu\u2019elles\u00a0versent. Elles\u00a0financent les\u00a0d\u00e9partements (18\u00a0%), mais surtout le\u00a0bloc communal (80\u00a0%). Au\u00a0total, les\u00a0subventions des\u00a0r\u00e9gions couvrent 3,1\u00a0% des\u00a0d\u00e9penses d\u2019\u00e9quipement de\u00a0l\u2019ensemble des\u00a0collectivit\u00e9s. <\/em><\/p>\n<p style=\"text-align: justify;\"><em>Quant aux d\u00e9partements, ils versent 1,5\u00a0milliard d\u2019euros de\u00a0subventions, qui\u00a0repr\u00e9sentent 16,2\u00a0% de\u00a0leurs\u00a0d\u00e9penses d\u2019investissement hors dette et\u00a043,6\u00a0% des\u00a0subventions d\u2019\u00e9quipement qu\u2019ils\u00a0octroient. C\u2019est en\u00a0quasi-totalit\u00e9 le\u00a0bloc communal qui en\u00a0b\u00e9n\u00e9ficie (72\u00a0%), notamment les\u00a0communes.
